Edward S. Hershfield, partner in Brown Rudnick's Real Estate Group, authored the article "Enhanced Use Leasing Seen as Effective Tool in Giving Old Military Bases New Life" which was published in the April 27, 2012 issue of The Real Reporter.
As discussed in this article, there are prime pieces of real estate in virtually every state that could be further developed, however there is one significant obstacle preventing the real estate community from advancing these resources -- they are owned by the federal government. Enhanced Use Leasing provides an opportunity for the private sector to take advantage of development opportunities while the property is still owned by a federal agency. Enhanced Use Leasing has been used to construct office space, retail locations, hotels and energy facilities.
