Andrew Kaplan is a strategic advisor to public and private companies, maximizing their financing opportunities and revenue earnings. With over 20 years of energy law experience, he focuses his practice on providers of energy storage, demand response, ancillary services and electricity and gas transmission and supply, both in the wholesale and retail markets.
STRATEGIC CORPORATE ADVISOR
- Counsels clients on issues pertaining to project financing.
- Facilitates approval process for federal, state and local permits, and assures compliance with state siting and grid interconnection requirements.
- Develops new rules and laws so that companies can earn revenues based on the value a technology provides to the grid.
REGULATORY COUNSEL
- Represents clients before the Federal Energy Regulatory Commission (FERC) Independent System Operators and Regional Transmission Operators (NYISO, ISO-NE, PJM, Midwest ISO California ISO and ERCOT) and many state public utility commissions. Has won numerous significant rulings before FERC to pave the way for growth among cleantech industry leaders.
- Serves as regulatory counsel to developers of energy storage technologies.
- Served as the general counsel and chief of staff of the Massachusetts Department of Telecommunications and Energy (now the Department of Public Utilities), serving as the chief legal and policy advisor to the regulatory Commission with statutory oversight of the natural gas, electric, and telecommunications industries.
CORPORATE FINANCE
- Represents clients seeking private equity, venture capital and government loans.
- Provides legal and business planning strategic guidance, enabling numerous clients to obtain key U.S. Department of Energy loans, state grants and incentive tax credits/production tax credits for various renewable projects.
BUSINESS RESTRUCTURING
- Works on the sale of publicly traded green technology companies in their Chapter 11 proceedings including the resolution of financing and other relationships with the U.S. Department of Energy.
- Counsels energy clients on the regulatory requirements for mergers and acquisitions.
