Lisa Layman has 20 years of experience in political and legislative affairs, and a comprehensive knowledge of health policy issues.  As a senior policy advisor to several US Senators, Lisa has been involved in drafting, analyzing and negotiating legislation involving Medicare, Medicaid, prescription drugs, managed care, health information technology, and private health insurance.

Before joining Brown Rudnick, Lisa was the Vice President for Government Affairs at the Generic Pharmaceutical Association (GPhA), which represents the manufacturers and distributors of generic pharmaceutical products, bulk active pharmaceutical chemicals, and suppliers of other goods and services to the generic pharmaceutical industry.  Lisa worked closely with generic pharmaceutical executives to develop and execute public policy and lobbying strategies.  She was also responsible for direct advocacy initiatives with Members of Congress and their staff.

From 1997 – 2007, Lisa served as a member of the U.S. Senate Legislative Staff.  She was a senior policy advisor to U.S. Senator Debbie Stabenow (2005 – 2007), developing and implementing legislative strategies focused on Medicare, prescription drugs, health information technology and insurance.  Before that, Lisa worked on health care issues for U.S. Senators Bob Graham (2001 – 2004), Richard Bryan (2000) and John Chafee (1997 – 1999).  She also worked on health care issues at the Congressional Budget Office (1992-1996) preparing Medicare baseline and legislative cost estimates.
