Scott is a professional civil engineer, licensed in Connecticut and Massachusetts. He has national and international experience providing real estate development, environmental remediation, and construction management services to energy companies, national retailers and telecommunications carriers.
REPRESENTATIVE MATTERS
- Hospital Enlargement – Negotiated contracts for the renovation and expansion of a regional hospital’s ambulatory pavilion, including a new emergency department, cancer center, surgical unit, and parking garage. Facilitated resolution of contract disputes related to liability for cost increases and scheduling delays.
- Healthcare MSO Creation - Assisted client in the creation of a management services organization to provide cost-competitive administrative, billing, and management services to affiliated medical practices.
- Power Producer Acquisition – Performed accelerated environmental due diligence as part of a client’s $665M tender offer to acquire an independent power producer.
- Regulatory Contest – Challenged the issuance by the Connecticut Department of Energy and Environmental Protection of solid waste management permits which would significantly impact Connecticut’s publically-owned waste-to-energy system.
- Telecommunications Expansion – Assisted mobile telecommunications client in executing the time-critical debut of its network in the New York metropolitan area, including zoning and permitting over 70 new antenna facilities.
- FAA Investigation – Negotiated resolution of the FAA’s investigation into national luxury goods retailer’s potential violations of regulations governing the shipment of hazardous materials.
